Outside of these standards and norms, legal aid qualified cannot be recognized.
The Bar Association is a non-state non-profit organization based on the mandatory membership of lawyers in the city of Moscow. Currently, the Moscow Bar Association unites over 10 500 active lawyers.

- ensuring the provision of qualified legal assistance, its availability to the population throughout the city of Moscow;

The Moscow Bar Association is a non-state non-profit organization based on the mandatory membership of lawyers in the city of Moscow. The Chamber of Advocates was established in accordance with the Federal Law "On the Bar and Lawyers in the Russian Federation" to ensure the provision of qualified legal assistance, its availability to the population throughout the territory of this subject of the Russian Federation, the organization of legal assistance provided to citizens of the Russian Federation free of charge, representation and protection interests of lawyers in government bodies, local governments, public associations and other organizations, control over cial training of persons admitted to practice law, and respect for the lawyers professional ethics lawyer. In accordance with the Federal Law, in Moscow, as well as in other subjects of the Russian Federation, only one bar of attorneys can be formed.
Annual Conference
The supreme body of the Moscow Bar Association is the Conference of lawyers. The Conference of lawyers convenes at least once a year.The competence of the conference of lawyers include:
- Formation of the Council of the Moscow Chamber of Attorneys, including the election of new members of the council and the termination of the powers of the members of the council to be replaced in accordance with the procedure for updating (rotating) the council provided for by paragraph 2 of Article 31 of the Federal Law "On the Bar and Lawyers in the Russian Federation" , making decisions on the early termination of the powers of the council members, as well as approving the decisions of the council on the early termination of the powers of the council members whose attorney status has been terminated or suspended;
- election of members of the audit commission and election of members of the qualification commission from among lawyers;
- election of a representative or representatives to the All-Russian Congress of Lawyers;
- determination of the size of compulsory deductions of lawyers for the general needs of the Bar of Attorneys;
- approval of cost estimates for the maintenance of the Chamber of Advocates;
- approval of the report of the audit commission on the results of the audit of the financial and economic activities of the Bar of Attorneys;
- approval of reports of the board, including on the execution of the cost estimate for the maintenance of the Chamber of Advocates;
- approval of the regulations of the conference of lawyers;
- determination of the location of the council;
- the creation of trust funds of the Chamber of Advocates;
- establishing incentives and accountability of lawyers in accordance with the law code of professional ethics;
- making other decisions in accordance with this Federal Law.
The decisions of the conference of lawyers are made by a simple majority of votes of the lawyers participating in the meeting (conference delegates).
